I have a Toro SB with Tec.2-cycle that needs new rings and bearings.Do I really need to hone the cylinder or can I just clean it up and install the rings.Or should I just invest in some tools and do it correctly or maybe just strip it down to a short block and take it to my local dealer and let him install the rings.I have untill next winter on this.

I might consider investing in a small engine repair manual.

Alittle more info would help, like model number and serial number.
