After seeing the phrase "site under construction" on several websites the past year, I've come to an opinion:

That phrase should be deleted. It will not change what they see. If the site looks lacking, people will think its lacking. If it has little, but enough to get the job done until more is added, that's okay.

If the site is inadequate, or quite incomplete, then complete it for a few weeks, then put it on line.

    ^ Agreed!

Or even just put up a simple "splash screen" with your name, logo, address, phone number while you are under construction.

I'm guilty of this myself. I changed over my Halloween site to CSS last winter, and it took me a while. I should have waited for the whole thing to be done and then post it, but I was impatient and threw it up without all of it finished. No complaints, but it really bothered me and I hurried along with finishing it.

    :(
