This is on my 2005 toro 21 in commercial lawn mower. When I tried to move my throttle cable it was so cold it froze. Any Ideas how to keep this from freezing?

This thottle cable has a rubber coating on the outside, will fluid film still penetrate cable?

hang it up inside and let the water drip out. then spray wd-40 into it and it wont freeze any more.

The plastic covering is a water trap. Strip the plastic then do as Restro says.
