throttle screw

    when i throttle up my engine my little lever seems to back off at full throttle just a tad so i did some adjusting to it and now it does not move.however the plate on the carb moves up and down that the cable is hooked to is touching the set screw when at full throttle.is this ok?i did not move the set screw so i guess thats to keep it from running at too high of an rpm.so in short my questiuon is if its touching the screw that should be full throttle and not running at to high of an rpm.right?new engine and i dont want to kill it just yet.
