Might want to do a leak down or compression check but from the sounds of it the engine is kinda small for a ZTRR.

but that dont explain why when i turn off the blades the engine comes back up to full speed ? and then i start blades up again and cut about a foot or two and it does it again

Sharpen the blades and check the oil.

Could be a bad pulley have you turned them by hand with the engine off?

yes pullys are fine - it also does this going up hill - dont get me wrong i can cut the 1/2 acre and it will do it on and off but mostley when going up slight hill with blades on or thick patch of grass -

Sounds like the engine is either worn out or has fuel issue may try adjusting the carb. I think you should do a compression/leak down test. It's a time cutter so don't expect it to do much. Also, Those engines are only good for less than 1000 hours maybe around 500?
