Put throttle wide open, which if I remembercorrectly moves the throttle linkage towards the front of the engine. Loosen the 10 mm nut on the governor shaft and with a pair of small visegrips, latch onto the governor shaft and turn the shaft in the same direction(counterclockwise) that the throttle shaft linkage moved to the open throttle condition. You will find approximately 20-30 degrees free travel in the governor shaft in the loosened condition. Don't force the issue in either direction. Hold the governor arm in the open throttle position and the governor shaft in the counterclockwise position and tighten the governor arm nut. Then make sure that the governor arm is not contacting anything like the engine block, fuel line or filter.
