Toro 21" walk behind with Kawasaki

    I have a problem with the FC150V engine (6.0) on this mower. The speed
    wavers greatly with it, UP AND DOWN particularly when not under load.

    I have cleaned out the carburetor with a complete disassembly, but still,
    it does this.

    Does anyone have experience with this problem on a Kawasaki engine?

    If this were a vacuum leak, it seems like it would do this regardless of
    whether it was under a load.

    how old is the mower and how often do you use it? also, how often do you change the air filter? just trying to weigh all possibilities, to answer your question.

    This is a TORO and it is an 02 or 03, used about 1 time per week, air cleaner is like new. Thanks.

    I use 92 octane premium in it.

    Maybe sticky govener but don't know where it is located on that unit?
