What kind of grass is it?

If it's dry fertilizer may only make it worse. I guess the owner does'nt want to water 10 acres.

Might want to try raising cut height. How high is it now?

Try to time it so it gets a good fert and weed control. Just before rain is predicted. The old rain irrigation method.

I am from OH and we are WAY ABOVE out avg rainfall so you have something going on here.

What kind of grass are you dealing with?

    What is your mowing height?

If you are doing everything correct, then you may want to pull a soil sample.

All the lawns that I have seen that don't look very good in my area are getting cut at about 2-2.5".

I bet if you put on .5# of N and/or raised the deck you would see a big difference.
