has anyone used the small retaining wall blocks?
they look like maybe 3/4 the size of a normal block.
what are the pro's and con's of them?

Are you talking about the garden wall (Windsor Wall) blocks or the even smaller ones? The ones at home depot. If they are the really small ones don't go higher then two rows, basically for outlining and holding back beds windsor wall you could go pretty high with them. No pins or anything. I've done a couple in my back yard with the windsor stone and like them. Ill try to get some pics.

Most likely referring to the windsor wall stones. Big ones are 12" and the smaller are 8". Depends on the application.
