All of my brothers hardwoods have a very tight web that covers the entire tree. At first he thought it was fungus but when we looked closer it had tiny bugs inside the web, about the same size as a flea. Anyone know what this is and or what to do about it?

They are Bark Lice...Let them be. They are just cleaning up the fungus growing in the bark. The web protects them from birds and will disintegrate after they run their course. Definitely a good problem to have. They are all over SE Texas oak trees now...Drew
