As far as the legal end of things, what do I need to start a lawn-mowing business in Texas? I heard that you do not charge tax on labor, so I don't need a tax permit. What exactly do I need?

Just so you know...in Texas you do have to charge tax on labor.

No, you don't. Taxes in Tx are based upon what you are selling.
For instance, you buy fert at $10.00 a bag, then charge the customer $15.00 per bag - the difference is taxable, not the application labor.
Additionally, if you have a significant personal property assest (read building) you operate out of, then local preceinct and county taxes may apply.
The above is for sole proprietorships, any other formation of your business, I don't know.
I would recommend acquiring a DBA and commercial insurance.

SWD, you are two years out of date. See http://www.window.state.tx.us/taxinfo/taxpubs/tx94_112.html
You should have been collecting sales tax for quite a while (part timers making less than $5k/year are exempt). The state/local governments are desperate for cash, so this was passed, along with some loony stuff as well (Rick Perry's 'Topless Dancer' tax failed...).

They are dead serious about getting this cash. Nelda Wells Spears will probably drop you a line in the near future.
