I always called them old lady hair nets
fall webworm or uglynesters. They don't harm the tree, the foliage is goingto drop off any way. Any contact pesticide will do them in.
The best strategy is to prune out the webs in the daytime. During the day eastern tent caterpillars (spring) and fall webworm are in the web for protection from birds, so a simple pruning gets then all. If using any insecticide, you must make sure to penetrate web with your spray, in order to contact the caterpillars, or your application can be wasted. But then if you just spray, the ugly web remains - so pruning is still the best.
It is a common error for the uninformed to call eastern tents and fall webworms as "bagworms", but bagworms are a totally different animal.
Tent Catapiller without a doubt. Can prune out tents and/or treat with Sevin, Orthene, BT......any of these will take care of them.
