Im going to be tearing out the steps and possibly doing an overlay on the porch. can the pavers go right up against the wood with an inch of stone dust? and do I just build out from the concrete wall with retaining wall block and use geotex to cover the joint between the block and the concrete? any help would be appreciated

IMO you should not overlay the existing because it will leave you with a nice 2" threshold to trip over.

Will you be removing the brick facing as well?

Listen rip it all out and start from scratch..RT you need a 6" reveal for water and snow..stop running around NJ trying to make all these stoops level with the threshold...lol J/K...nah but really break it down..
