When and how is deterimined by the soil test you have taken.
Get a soil ph test kit they are pretty affordable, take tests and go from there.There is no wrong time to put lime down as long as the ground isn't frozen and the lawn needs it.
Basicly what turf hokie said.
After you get a soil test done and determine that the lawn needs lime, you can apply it any time before the first snow. After snow, it's best to wait again until the ground temp is 54 degrees.
