Think of it this way, what to they call the guy that earned all C's and has a medical license? Doctor, same as the one who earned all A's. Ever ask your doctor what grades he made? Probably not, once he has the license we all assume he is competent. In many venues getting a license is more about fees(taxes) than about competence. I mean do you think they offer the exam online because they are concerned with the competence factor?

IJWU, I'm studying for my pesticide license also. I live in South Carolina and I believe that NC, GA, and SC all have all the same study material. I ordered two books from UGA. One is the turf and ornamental and another is the general standards book. I'm studying the T&O but should I also study the general standards?

Yea study them both, some of the general standards are also on the O&T test. But the general standards are sorta common knowledge. Just read through it once and you should be good.
