 Well now I did it. I have a Lesco viper and the boy jumped on and moved it forward without disengaging the brake. I moved about 5 feet before he stopped. now .... well... no go.
The pullys do not spin but the wheels are not locked, ie you can push it.
I am looking for a manual befor I tear in to it, but any ideas?

Call Lesco service center 507 in your area and ask for Paul. He's the mechanic there and knows alot about them. I think he can tell you what you need to know. 561-864-0204
