I will not pretend to know anything about Maryland. But, from spring seeding experience, I can say get it down just as soon as possible. As soon as the ground will allow you to aerate and the temps will stay above freezing during the day get it out. It needs as much time before the summer heat and dry conditions show up. The root system needs to get established.
 
TSG, I would wait until the Forsythia is almost done blooming before doing any overseeding. Even at this point in time it is a crap shoot as to whether or not we will get frosts and freezes that will kill the new grass plants.

I would certainly tell the customer that you will overseed but there is no guaranty that the grass will live. It usually does not make it through the summer even with an irrigation system. Been there, done that.

Your need to make sure your customer knows that portions of Maryland are in a transition zone between warm and cool season turfs and it can be difficult to get either established.

Very true, I forgot to mention something along these lines. During spring overseeding I always tell them "no guarentee".
