Belt driven walk behind pulls to one side.

I have replaced the belts with both after market and scag belts, swapped springs, and adjusted brakes but it still pulls. I did replace one of the drive pullies that come off of the trans. Could the other be worn enough to be causing this issue or is there something else.
 
1. Get the drive tires off the ground.

2. Set tire pressure according to the owners manual. (probably 12psi)

3. Measure the circumference of the tires.

This will determine whether the tires are the problem.

Non highway use tires are not belted so there is nothing to control or maintain the dimensional integrity when a tire has been over inflated. It will grow bigger and stay that way. If that is the cause then the only good solution is to replace both rear tires & don't inflate to more than 20psi to seat the bead then drop the pressure to the mower manufacturer's recommendation.
