So a guy my wife works with gave me an Exmark Metro. He was saying that he thought the transmission was bad. I bring the thing home and it clicks like its going in gear but it doesnt move. I checked underneath and the transmission drive sheave is spinning coming from the motor but the sheave to the transmission is not. The belt looks fairly old and worn so I'm not sure if this would cause my problem or not. Anyway its specs are Model number M3613KC and the serial is 269699. This thing has me baffled.
 
Well, the best way is to tackle this one problem at a time.

You say the belt looks badly worn?
Order up a new one.
Then, install it and tighten it snug about like a car alternator belt.

If that pulley still doesn't spin, you're more than likely going to have to drop it from the transaxle. There's a hex set screw AND possibly a C-clip, either or both of those have to come off.

There's a chance the key that holds it to the transmission main drive shaft is simply sheared or missing and just install a new key and gtg...

Unfortunately I think you're looking at buying a new Tecumseh...
But, lets tackle this one problem at a time.

Start by ordering a new belt (or buy one at the dealer).

Is the belt idler pulley adjusted to put tension on the drive belt? If not, adjust it.
Also, replace the belt.
You also wanna take a close look at the motor pulley, they can wear to the point that the belt bottoms out in the groove and will constantly slip under load.
 
Yeah a quick re-write, looking at that parts diagram:

When I said drop it from the transaxle I was referring to number 33 pulley, that may need to come off to get a closer look, apparently it is held in place by TWO number 57 hex set screws, loosen those two then the pulley should CAREFULLY slide off!

You may wish to do this on a solid surface (not on a gravel driveway) because small parts could fall, if a gravel driveway is all you have perhaps put a big piece of plywood or cardboard underneath.

As it's sliding off you want to look for the number 37 key.
If that is sheared or missing, the pulley will spin without turning the center shaft of the transmission (and it would likely make a clicking noise as it does).

I do find it odd however that the pulley doesn't just fall off...
Then again it might be it bottomed out in that groove, as was mentioned the engine pulleys may need to be checked as well... Or there may be a C-clip holding it on to the shaft?

Hopefully that gets you going some kind of way.

Well, I tightened up the transmission belt and it started squealing and smoking really bad. Leads me to believe that one of the pulleys is not moving. I might just buy a few parts and see where it goes from there. I did get the mower for free and its in good cosmetic condition.
