The clutch has a stop to keep the clutch from spinning, when you tighten up the bolt you are locking the engine and clutch together with the stop. You need to have a spacer so the bearings are free to spin with the engine shaft but the clutch is held in place by the stop.

And there you have it.

Most of the Toro parts manuals I was looking at didn't show spacers because they had the spacers built into the pulley which mine doesn't. Mine has the spacers separate which I didn't see it until now.

Looks like all I need is to add that spacer. The part is no longer available but it looks easy enough to make one.

This was driving me nuts. Thanks everyone for helping. I feel stupid now but at least it looks like it can be fixed. :)

Most aftermarket clutches come with that top spacer ... that's why I asked. Glad you got it figured out.
