If the price is a concern, why don't you get a few more prices from local contractors? None of us on here can speculate what the actual repair is going to require. Access, parts, age of system, market rates where you live, on and on.
I've replaced a 1 inch irrigation valve for $400. I have also replaced a cracked 3/4" pvc coupler for $650. The second job was much much harder...
It's kind like asking what is the average cost to fix a gas leak in your car. Between $15 and $2500.

That’s where I arrived at my not to exceed $250,000. Leave a little wiggle room for negotiation I always say.

What is the average charge to replace a 1.5" irrigation valve and shutoff? I received a price of around $900 from an irrigation contractor. Seems high to me, I was thinking $450-$500
It just depends on the situation. Middle of no where in sand, bottom ported with a slip fix already installed. $400. Straight through plumbing, next to a tree- 20" deep , $900

Only if it's a jumbo. It's kind of weird how the price of a valve box will skyrocket as the box size increases. One box to fit over a 3-foot-long single row manifold is stupendously expensive.
People new to this forum are mostly unaware you hold several manifold related records.

I had money on you for a gold, then they canceled the Olympic Games in ‘40 and ‘44

I think Brooks made a jumbo box a size larger than today's versions. I wonder if that model is still around. Of course, the over-long manifold problem is most easily solved by relocating a valve or two, so that common boxes can enclose what remains, with new plumbing added for the relocated zone valves.
