The only way to see if the throttle lever is doing what it is supposed to do inside the carb would be to remove the entire intake and I do not have a new gasket to replace the current one that would most definitely be unusable upon removal. I do know that before putting the carb on the engine the lever on the outside of the carb functioned correctly in correlation to the internal components. And that my throttle lever is moving the throttle in the correct manner. However I did notice last night that the throttle tends to stick keeping it closed when I have the throttle lever at high idol
Do you mean: The governor is closing the throttle when the engine is running?
Answer the question in a yes no. Dont embelish or elaborate.
Becsuse if it is, the only problem you most likely had was the top no load speed setting screw.
A trip to a competent, honest dealer is in your future.

You’ve got something hooked up wrong. If you can’t see it or understand how it should work, it’s probably time to get a mechanic involved. This is like basic stuff. I’m not making fun, it just isn’t what you know, or are good at. No shame in that. Find a shop to take it to.

I happen to be a very good mechanic. Just been a little out of sorts and not had the proper time nor attention to give to the machine. And because of current situations in my life, you are correct I do need to out source it to someone that is able to give it the attention and time it needs to finish fixing it. Thank you for helping me step out of my own stubbornness and look at the bigger picture. No shame in needing or asking for help.

This bolt needs to be in the exact right position.

There are wear marks showing it used to be in a different position. Why is it moved?

I have put the bolt back in the spot multiple times and it does not stay. And yes I know it's a reverse thread bolt and yes I know that it is made to only go so tight before it basically slips and it is loose again.

This is your problem!

That bolt has to be be tightly holding those two plates in the correct position. I had the same problem with mine. It got stripped and would not stay tight.

Solution is this-

Remove that factory bolt. Install new slightly smaller bolt with a nut on the backside. You'll need an open wrench to hold the bolt on the back and a ratchet with an extension and possibly a swivel for the nut.

I did this exact repair on my kaw earlier this summer. I can post a pic later if you like.

Good news is, it's actually a fairly easy repair.

Yes ricky86 definitely kidding I posted all of that and just in good fun and humor to see if anybody knew what the hell they were talking about. No I've just been a little bit busy taking care of my mother who has COPD and ended up with covid on top of it trying to keep her out of the hospital oh while morning the loss of my veteran father whom we just cremated and had services for and trying to take care of their home their estate they're everything and keep my five acre yard at least somewhat came down I didn't have the time to spend on it I was looking for some quick help so everybody that provided that thank you very much I appreciate it more than words can ever express for those who passed judgment for whatever reason because you don't know the whole story because I'm a girl because I obviously don't know what the hell I'm talking about guess what my lawn mower works just fine I was able to mow with it today finally!

Actually I speak fluent sarcasm fellas and yes some frustrations,but mostly with myself and situations of life that I have no control over. No troll here, unless you count my sister when she rolls out of bed in the morning 🤣😂! It was honestly a combination little bit of everything needed tweeked just a little bit. Like I had mentioned in a previous reply, I think my nephew "helped" me out on this one. And I really do, from the bottom of my heart, thank everyone for their input. The good, the bad, and the ugly!
