Craftsman with 3000 hrs, sat for 3 years. Replaced spark plugs, air & fuel filter, fuel pump. Runs rich and surges, black smoke, governer oscillates back and forth. New Amazon carb, same issue, cleaned old carb without disassembly, same issue. Tried adjusting governer per Kohler (same direction as throttle) but already maxed. If I hold governor maxed to the left to prevent oscillation it runs good. Can’t figure out why it’s running rich! Thoughts appreciated, thanks!

Choke is Manual, and it runs a bit better if I hold it a bit closed, but still not great. Choke is wide open when rich surging occurs.
