656 hydro problems

we have a 656 hydro farm tractor (ihc) that has been sitting for about 3 years due to a problem we have not been able to rectify.

the steering tower 3-point and hydrostatic trans won't work.

the pumps have been replaced along with many other parts.

any suggestions or referiences
