Our area is currently going through a growing trend with several commercial properties being built. What is the best way to go ahead and start approaching these even before they are open in regards to the grounds maintenance? In many cases the initial landscaping has already been bidded out but after that it usually lands with someone local.

Each one will probably vary. It depends on if these are retail spaces managed by companies who have an interest in leasing the parcels. If its a company who has bought the land and having something built for their business purposes it tends to be easier. My advice to you would be find out who owns the land and start from the top and work your way down.

A lot of your answers start at your local governmet office or website. Public records are great when you want to find out who is paying taxes on a certain peice of land.
