I am having a problem with my billy goar engine starting it is a briggs and stratton intech engine. I stabilized the fuel last fall and changed the oil and air filter last fall. I pulled it out to help with a dethatching job and it just backfired on me repeatedly. It just wouldnt turn over enough to get started. I tried some starting fluid int he carb and that didnt help. Is it just cold, or did I mishandle the winterization???

Popping sounds like a valve not closing. It's possible while sitting surface rust formed on a valve stem causing it to stick open. It's also possible carbon build-up on the piston dried out while stored and the first pull popped some loose then got under the valve seat.

You can pull the valve cover and see if both valve stems are evenly closed at TDC compression stroke but it may be hard to tell by eye if it's carbon.

There is a good chance you may need to pull the head.
