Blade Question re High Lifts vs Standard

I assume that high lift blades create a greater vacuum and move more air than a standard blade. If that is true, then how is it possible that the blades with the shorter fan as shown in the pics are high lift blades, while the blades with the longer fan are standard blades?

Edit: I just noticed the high lift blades appear to have a sharper fan angle. This must be the explanation.

you can't tell from the pic but the fin will be higher (more of a curve) on the hi lift blade...not the length of the fin but the height.
