Briggs and stratton engine

I have a Briggs and Stratton engine on a very old snapper 21" mower.
These are the numbers on the engine 99772-3624-01 94050404.
I don't see a governor.Does this engine have one?

Most older engines have a “sail” under the engine shroud. Air flow from the flywheel applies pressure to the sail against the spring tension. Time permitting, remove the shroud, clean any dirt and inspect the governor.

Update:
The governor link and governor spring were missing.
I installed the link, BUT, I cant see how the spring is attached.
It would appear the one end fastens to the link, BUT I cant see where the
other end fastens to.

Did you look up a manual on the Briggs and Stratton webpage? I don't have a manual for Briggs but an old Tecumseh manual shows how the linkage is installed.
