Can anyone help with an overlay?

    Here is the job.

    Concrete front porch all around the front and side of the house. About 25% of it sank at the edge that is furthers from the house. The remaing sections are fine. They want to have slabs (manufactured stone, not the cheap junk) laid over the concrete. There are two parts to this that I am unsure of.

    1) When I lay pavers over cement, I use thiker ones at the border which are glued, and the rest are thinner and sit on a sand bed. This material only comes in one thickness.

    2) there is a section about 25 feet long and 4 feet deep toward the house that slopes away from the house too much. (slopes about 5 inches in 4-5 feet) What would be the best bet to raise the border stones to contain the sand.

    The concrete has a sealer that I am assuming I will have to rough up in that areas that I want to glue/adhere to. Will type N mortat work in an application where it is 3 inched thick to get the perimeter stone up to the right height?
