You are supposed to. If I am doing aeration I do not, however I am going to start. If I am doing a new lawn, then yes I will always cover the seed. I am assuming that we are talking about covering the seed with more soil as opposed to straw.
I have plenty of grass in two weeks and full lawn in four, so I don't. If there are places where erosion may become an issue, then it's a different story.
