That’s a patch of tall fescue growing in a bluegrass/rye lawn. Coarse grass, grows in a circular bunch once established, and is really noticeable because it grows twice as fast as the rest of the lawn once the spring rush slows down. Spot spraying with a non selective herbicide and then reseeding is the best option.
