I was wondering if its ok to reseed a bad part of a lawn by just dumping black dirt over the excisting turf then seed??? or should a person kill it first then till and seed after that??

If the grass that is there is undesirable, kill it first, it will find it's way through the dirt. If you till, be sure and till in some compost and gypsum to help prevent compaction.

If the grass that is growing in the area is a desirable grass, but thin, slit seed the area and save a lot of work.
