Yes I seen that, What you can do is check for power on one of these two small terminals with the key held in the start position. If you have power to one this will eliminate any wiring harness problems with the supply power. Move to the other wire that had no power in the start position and put a jumper wire from it to any frame/engine ground, Doing this should spin the engine over with the key. This will tell you there is a problem in the ground circuit in which the safety switches function on. This is where a multimeter would come in handy to test the seat switch for opening and closing functions with the meter set to ohm's scale. The park brake switch will function as two wires with a closed circuit and the other two open circuit, When the switch plunger is pushed in these wires (readings) will flip flop. The two that were closed before will now be open and the two that were open will be closed.
