Last fall I overseeded a lawn with Titan Fescue. Probably got 95% germination. The grass has been so green and thick it was almost black. It really looked great. Last Friday we had a hugh thunder storm. The water was almost a foot deep over the fescue. Now it is dying. I raked out part of the dead grass that was just laying flat and matted. What to do?

Would need to see some photo's to be sure, but sounds like you got the same problem as me; see here:

Your south of me so probably got worse humidity then I do, combine that with the flood waters which I've also had and fescue just sounds like Brown patch.
