My father has a Gravely 25/60 and for us to get it to cut decent we had to put the high lift blades on it like I have on my Lazer Z. The mower seems as though it does not have enough blade tip speed. What I'm asking, can the Kaw. 25 be turned up a bit in RPM's at full throttle?

It can be set at 3700 no load RPM's, Wouldn't take it much higher than that.

Not so much an engine issue, as the idler spings are not set up to run tight. Look at newer xdz deck, the springs are stronger. I would replace with those or rig to strech factory springs a little more, assuming that you already check to spindles to make sure that they are still good. I had to replace mine, (greaseless.)
