Heres a pic I took while doing work on a clients house last week.Why have a valve box if you are going to bury valves and wires with dirt?
the dirt is not placed there by human hands
I'll bet that valve box floods all the time.
That looks like a ball field I re-did where they'd grossly overzoned and then tried to save their asses by installing larger nozzles.
From the looks of it i get the feeling an irrigator sabotaged it by changing all the arcs.

That box was probably filled by rodents - gophers, moles, voles, etc. They do it all the time. I just can't figure out how they get the valve box cover off............
