Is there a rule of thumb for increasing pipe size based on the number of inlets?

    Not directly.
Size should be dictated by variables like expected volume of water, budget, minimum required rate of water flow, slope, & pipe material used.

The number of inlets do not matter, it is the amount of water coming from those inlets.

Below are two links with upon glance seemed to contain enough information to give you a good start on calculating when to set up in size.
