How much to pay new drivers?

I am located in the Washington DC area and in search of new drivers. I have no idea what the market rates are. When I speak with large companies they say they are using H2B plans and drivers start at $8.00/hour. When I speak with smaller operations they say they start at $11.00/hour plus.

Also what skills (e.g reading a map, speaking fluent English etc.) and or benefitss (partial health insurance) should I expect for various levels of pay. Any insite would be greatly apprecitated.

    Thanks

A little more info. Are you talking about a CDL (Commercial Driver's License), or just 3/4 ton truck driving?

Sorry I was not very clear. We are running two man crews in quarter ton pickups with open trailers (6X12). No CDL required. We do not need fluent English speakers, but would like basic map reading skills.
