I am considering a manual reel mower to cut lower

I have been using a rotary for my bermuda cutting at 1 and 3/8" because I get some scalping here and there since I have a slight slope and the lawn is a little bumpy in some areas. I would like to mow as low as 0.5" to 1".
Will a manual rotary mower be able to cut that low and avoid scalping?

I have a powered reel mower, it does not scalp. An old-fashioned manual reel mower with a rear roller could resist scalping, but since they have drive wheels instead of the drums on power reel mowers, I think they can still scalp small bumps in the lawn. Maybe someone who owns a manual reel mower can verify this.
