Can someone tell me what this is around the base of a Crape Myrtle? I'm guessing it's a fungus of some sort... Is it harmful? This is in my yard and I noticed it yesterday. It was a mustard yellow color and I scraped it all away last night. This is what it looks like this morning...

Again.. I'd like to know if it's harmful? If so.. what's the remedy?

Looks like a Lichen which is a harmless fungus .... I'd remove the surrounding mulch & replace with fresh mulch & keep it away from the trunk base
