Is my Starter going bad on my Grasshopper Mower

I have a 1998 Grasshopper D721 mower with the Kubota Diesel. Has a hard time starting. Battery is at 12.64 Volts and Positive and Negative Load test shows no issues. When I tested the ignition terminal at the key I get 11.49 Volts with the wire connected or not connected. With the ignition wire connected on the S terminal at the starter I get 8.74 Volts. If I remove the wire at the S terrminal I get 11.48 Volts. Does this mean my solenoid/starter is bad? Thankyou

I'd be more inclined to believe you have safety switch that is pulling high resistance.

I'd test by running a jumper wire directly from the battery to the exciter post on starter.

If it spins over fast, you will now know if the starter is bad.

Remember, you are bypassing all the safeties when you do this. Make sure the park brake is on and machine controls are in neutral position.

Diesels don't use a ground wire to the coils to shut down, so it may start.

Jack the wheels off the ground to be extra safe if you want.

I checked all the safety switches with a meter and they are working correctly. I then remembered I can start the mower without being in the seat so I disconnected the seat switch and can still try starting it. I then pulled the Ignition fuse and I can still try starting the mower. Something more is wrong with the mower
