Looks to be a Saucer magnolia. Agree with above, long term health
may be an issue. A side note : lack of bloom with these is not uncommon, usually weather related, buds getting cold damage, etc...
You may mention to client a suitable and affordable replacement, of
which there would be quite a few to choose from, ideally planted in the
fall.
I live in Nebraska so what would be the best choice?

Definitely remove and replace the tree. Here is a source for trees native to Nebraska.
