I'm looking at purchasing a 1999 isuzu npr flatbed dump with a 2000lb lift gate. Its gross vehicle weight is only 12000lbs. Will this truck be undersized for landscape construction, hauling river rock, mulch, dirt, and boulders.

quite simply yes..... You will not be able to put very machine material in it legally. Try to find out what the truck weighs.....

Its probably going to have around a 4000 # legal payload. Im guessing as you neglected to give us basic information such as engine,tranny,length cab to axle, length of bed, weight of lift, type of hoist, etc. How do you haul topsoil and mulch on a flatbed without a dot encounter?

I think you could put a bulldozer on a trailer and try to pull it with a honda civic and DOT wouldnt say anything around here. haha
