Drain your oil and I can say that you'll find a large amount of gas mixed with the oil. Got in from needle not closing properly.
The issue was the coil. Now that I have installed the new coil, when I turn the PTO on to engage the blades I get instant peak RPM for the blades turning just like when I bought the mower years ago.

I changed the oil and filter as recommended. Yes there was gas in the oil.

Mower has been running like a charm cutting my lawn every week.
