I have a ransomes bobcat with a kawasaki fc420v motor.
As soon as i start it up, the Rpm's shoot right up all the way
and doesnt come down. When I move the throttle lever
    nothing happens. Any ideas? Thanks

Something is jammed up with the governor. See if there is a stick or something jamming up the governor linkage.

    Good luck,

I just cleaned the whole motor, there is nothing blocking the linkage. It is always in one position when the motor is running, it only moves if you move it by hand, then the rpms come down. The guy that was running the mower said that it got really hot and was smoking a little, the bottom of the dipstick holder, where is goes into the motor was actually melted. The oil level was fine. Thanks

For the over heating I would suggest taking the flywheel housing off and check for grass debris packed around the cylinder reducing the air flow, As for the over revving I would check the governor adjustment if all the linkage is fine, I've added the proper procedure.
    Good Luck
