Is there a new herbicide that allows you to kill broadleaf weeds and seed tall fescue the same day or within a few days?

Imprelis is the way to go, I think so. But it is no faster than Three-way, so the weeds will not be gone for 3 weeks. If you need to kill everything--grass included--Roundup is the way to go.

It's probably too cold for glyphosates where you are. Check the label!
ie: round-up, vision etc. can only be used if it has been above 18 C for a period of time. In Imperial that's about 70 Ferenheit.
These products are non-selective and will kill every-thing!
Please, I am not promoting Monsanto products.

You can go non-toxic and use a commercial Iron based product called "Fiesta" or you can get the equivalent at HD etc. where it is marketed as "eco-sense."
There are good threads about these products on this site.

A strong healthy lawn, cut a bit higher will also help to choke out weeds.
That is, proper pH and fertilizers too. Aerate and overseed with quality seed.

I use a good weed puller for the perennials that are in high profile areas,
(dandelions, plantain) along with the above newly approved iron based solutions.

Our region and soon my entire Country will have very heavy restrictions and total bans on the cosmetic use of pesticides. That includes golfcourses.

You can utilize Killex type products during cooler periods as well as all year long.
They are selective and will not harm the grass or other plants if you use them
    according to label directions.
Look for some-thing with 2,4-D ...mecoprop and dicamba in it for this solution.

Round-up? Why don't you just spray diesel fuel?
