It looks like it's a insert or sleeve,it sticks up about a 1/4 inch. how do i get it out to replace?
It sounds like a heli coil. Sometimes you can pull it out kinda like a spring, and you can replace it with the same one. But usually you need to re-tap and replace it with a bigger one and a larger bolt. If it is a heli coil.
That sleeve is for alignment of the head to the cylinder block, Why do you want to replace it ? There are not supposed to be threads on the inside of this sleeve, The head bolt threads start below this sleeve.
