landscape rake/rockhound question

    So I am looking at this job for a lawn renovation and I want to give the customer two price options. Its for a bank, the previous contractor never brought in topsoil, instead used the fill from the foundation to plant the lawn. And it has a ton of rocks in it, didnt level it properly nothting. So I got asked to put in a bid to fix it. Now I am thinking of two ways.............area is about 50k or so.

    Option 1: round up, harley rake, landscape rake (pick the rocks and such), bring in about 40 yards of topsoil, fill in low areas and just mix in with the soil, and reseed.

    Option 2: I was thinking of just landscape raking the lawn and then top dressing, and power seeding it.

    My question is, will the landscape rake/rock hound tear up the lawn really bad? I have never used a rockhound on an existing lawn so I just dont know what its going to look like. If I go with this option I will rent an ASV with the turf tracks to minimize the lawn tear up
