I have some maple trees that have (black spores) small Mildew looking dots that are on the branches of the tree and come off very easy. And the leaf all are turning brown.

If anyone can tell me what this could be. And how to treat it.

It sounds like fruiting bodies of a fungus. The fungus could be in the roots, but "fruiting" on the branches. Is the trunk of the tree not perfectly round? Often times a root fungus will distort the shape of the trunk before it gets visible anywhere else.
I'm no arborist, but check that out.
