I am wanting to put a mulching kit on my Scag 48 wb. The Scag dealer in my area told me that since it was an older model, he can only put a block-off plate and mulching blades on it...no mulching baffles... My question is, will this still mulch well or should I do something different? Total cost of this modification would be about $90...including the blades.

It will pass everything to the right blade and leave a trail. You should be able to find a kit from Exmark or someone that will fit up in there and isolate your chambers. I used parts from two old Exmark Viking kits I had for my TTHP. they are just baffles with threaded rods you bolt through the top of the deck.
